This is done on purpose. Because the conffile is not removed, but
rather moved across packages, one cannot simply bump the version. Due
to the extra complications involved in preserving the file in the
package systemd-container, this case (that will only be confronted by
sid users) was deliberately not handled.

I think this bug should remain closed.
