That sounds like someone created that user locally. We always used
--system in the maintainer scripts of systemd.
The only other explanation I could offer is either a bug in adduser
(unlikely) or someone modified /etc/adduser.conf and a system users
suddenly fell in a non-system-user uid range.

Most likely it's a local modification, but maybe you can grep through
the maintainer scripts of that system to see if any other package
created that group.
