It seems that upstream chose to do that by design, because drop-ins
are for admins and an admin could just create the link if they wanted
to:

Although I've seen recent messages that suggest they now consider
vendor drop-ins as reasonable, so there might be a chance to do this
for drop-ins shipped in {/usr,}/lib.
