How long did it take? 2 to 3 minutes, or 3 to 4 minutes, or might it
actually have been taking 90 seconds longer than it should? (That's quite
likely, since it's the default timeout for stopping services.)

Was it really in all upper case? I would have expected it to say
"A stop job is running for Avahi mDNS/DNS-SD Stack".

Next time this slow shutdown happens, please wait for it to shut
down, then after the next startup, look in the system log
/var/log/syslog for messages from around the time when the shutdown
happened, involving systemd, Avahi, errors or warnings, and quote those
log messages exactly (for example do not convert them to upper case if
they are not already) in an email to this bug. There should be a
message from systemd saying that it will stop Avahi, then another
message around 90 seconds later saying that it has timed out and
will kill Avahi, and perhaps other messages in between.

Are you still using the same network card with a driver that you
compiled yourself? If you are, what is the network card and where
did you get the driver? I ask because Avahi is network-related,
so if there are serious bugs in the driver, it's possible that they
have an effect on Avahi.
