Can you provide a patch for this? I'd be happy to review and merge a
clean and tested patch for this, since I no longer use sysvinit myself.

Upstreams comment was to simply rm /run/udev/control in the sysvinit
script on stop [1].
This wouldn't work though, as we no longer install any stop symlinks for
/etc/init.d/udev (Default-Stop: in the LSB header is empty).
So that fix wouldn't work for Debian unless we start adding stop symlink
via Default-Stop: 0 6
