Not sure how to be more specific than that. Either one of the programs
has to run at all times, but watchdog itself can only be started late
and has to be stopped early in the reboot cycle. But even if watchdog
is stopped manually for whatever reason, wd_keepalive should be started
automatically. 

The problem is that both trigger the watchdog device and depending on
the setup, no triggering will result in a reboot. I do know that
systemd can handle this itself, but AFAIK it cannot stop doing so, so
that watchdog can take over.
