Is this problem still reproducible? If so, can you please tell us the
systemd version and boot with "systemd.log_level=debug
systemd.debug-shell" on the kernel-command-line.

This will give you a debug shell on tty9, which you can switch to with
ALT+F9. There you can inspect the system.

The output of systemctl list-jobs, journalctl -alb and pstree would be
helpful.
