This bug does *not* exist in 215-17+deb8u5 as the code is different
there then in v219.

What you see is a real error case.
You most likely have several init scripts which have
Provides: pgbouncer
in which case the error message is correct.

Can you send me the output of

grep "Provides:.*pgbouncer.*" /etc/init.d/*
