Actually it seems this would need 4 polkit prompts
1/ polkit prompt for update-rc.d defaults
2/ polkit prompt for update-rc.d enable|disable
3/ polkit prompt for creating service symlinks
4/ polkit prompt for triggering a daemon-reload

Not a great user experience.

3/+4/ is basically the same issues as
https://github.com/systemd/systemd/issues/4124

we'd need a dbus call which merges the enable+reload step into one.
