Then I don't understand... how can it be, just because docker needs some
cgroups (or whatever) for its operation that have not been enabled, that
systemd suddenly tries (and fails) to use those cgroups on completely
unrelated units? Like this:

> Jan 19 19:25:02 core.hacksaar.de systemd[1]: Failed to set cpu.cfs_quota_us on /system.slice/apache2.service: Permission denied

> Which docker version is that btw?

This is Docker 1.9.1.
