Control: retitle -1 70-persistent-net.rules does not get applied any more

Ah, so this is the actual problem you are having. I retitled the bug
accordingly. It's absolutely meant to get applied still.
Can you please attach your 70-persistent-net.rules, the outputs of
"udevadm info --export-db" and "journalctl -b" on that system? Also,
can you please check that "lsinitramfs /initrd.img |grep rules.d"
actually has 70-persistent-net.rules in the initrd too?
