FTR, this got introduced in
https://github.com/systemd/systemd/commit/15a900327a .

There is a closely related discussion about this upstream here:
https://github.com/systemd/systemd/issues/2643
it's not precisely this issue, but the root cause is the same, thus I
set it as the upstream bug. (I also just followed up there).

So I think I'll revert the second hunk of the above commit for now to
get things back to normal. To avoid breaking systemd-coredump, which
now looks at the process' RLIMIT_CORE (which is IMHO wrong), we need
to adjust https://github.com/systemd/systemd/commit/bdfd7b2c63
accordingly.
