I also tried the solution proposed [1] by Michael Biebl:
$ cat /etc/udev/rules.d/90-setupcon.rules
ACTION=="add", SUBSYSTEM=="vtconsole", KERNEL=="vtcon*", RUN+="/bin/setupcon"
and it works for me too. After boot, I get my console configuration
without having to manually issue the setupcon command!

I think that package console-setup should ship such file as
/lib/udev/rules.d/90-setupcon.rules
Please add this file to the package in order to fix this annoying issue.
