Seems those text files are missing
Is this problem still reproducible today? Can you find out which process
actually blocks during boot?
You can boot with systemd.debug-shell on the kernel command line and
switch to tty9 during early and inspect the system. It might be a helper
that is called by a udev rule. So we need to find out as a first step
which binary causes the delay.
