As I said on #810114, I'll temporarily put it back to avoid breaking
these three packages; but it would still be nice to drop its usage, as
it's in no way an official interface and just dead code from our POV.
I don't think you actually need this code any more. Since 0.117 (i. e.
Jessie), initramfs-tools mounts /usr, so /usr should be guaranteed to
be mounted for >= jessie.
