It can, but we can't guarantee that the jessie update will be
installed before dist-upgrading to wheezy.

ifupdown 0.8.5 actually did have such a Breaks:, but that completely
breaks upgrades from the current udev versions, so that got dropped as
a workaround. (See #809658, #809743).
