I'm not sure if this actually the culprit. This only skips the file
system check if already done by initramfs-tools. I don't see how this
would prevent /usr from being mounted (in the initramfs).

Thus tagging the bug as moreinfo.

Have you tried reverting the patch, to test if this one is actually the
culprit?
