Bug#811497: Unclean shutdown after switch from sysvinit-core to systemd-sysv

Control: retitle -1 Unclean shutdown after switch from sysvinit-core to systemd-sysv
After further investigation, it shows that the unclean shutdown
also happens if systemd-shim is not installed. Having systemd-shim installed
only leads to the 30s timeout on reboot.
I suspect this is a bug in sysvinit, which fails to shutdown properly
once it has been deleted.
