Sorry, will try to clarify what I meant.

I tried to reproduce the problem inside a VM, but I couldn't reproduce
the problem inside the VM.

The problem still occurs on my physical box.

I speculate (without any evidence) that maybe my harddisks a bit slow to
initialise, and initially both have SYSTEMD_READY=0. Then when the drive
comes ready, udev removes SYSTEMD_READY, but only on one of the
partitions. With it being somewhat random which partition this is.
