For anyone reading this bug report: Christian rightfully points out,
that the configuration changed.
In v215 it was named Servers= followed by a space separated list of
servers, in v216 and later it's called NTP= and FallbackNTP=
The online documentation I pointed to is for newer versions only.
So please disregard that specific part of my reply.
Please also consider, that Servers= is the only setting you can
configure in jessie and that contains a commented out example in
/etc/systemd/timesyncd.conf.
