Bug#822670: dh-systemd should be merged into debhelper

Niels approached me during debconf regarding this topic and we agreed
that it makes sense to merge dh_systemd_* into debhelper.
dh-systemd would become an empty transitional package which pulls in a
new enough version of debhelper.
We plan to keep the separate dh_systemd_{enable,start} helpers for now
and also the --with systemd addon.
Niels proposed that we enable this addon by default in debhelper compat 11.
Beyond that, we might get rid of some of the duplication in
dh_installinit and dh_systemd, like both installing unit files [1]

I'm not sure though if merging dh_systemd_* into dh_installinit is
feasible. We'd have to keep support for overrides_dh_systemd_* for example.
