If I just remove "dh-systemd" from build-depends, I get
https://lintian.debian.org/tags/missing-build-dependency-for-dh-addon.html

E: my-pkg source: missing-build-dependency-for-dh-addon systemd => dh-systemd

So I suppose that particular check just needs to check for a
reasonable version of debhelper to satisfy "systemd" in particular? :)
