One more comment:

$ du -hs debian/libip*tc0/usr/*
36K	debian/libip4tc0/usr/lib
88K	debian/libip4tc0/usr/share
40K	debian/libip6tc0/usr/lib
88K	debian/libip6tc0/usr/share
16K	debian/libiptc0/usr/lib
88K	debian/libiptc0/usr/share

As you can see, the meta data (changelog and copyright) take up much
more space then the libraries itself.
The upstream changelog is 36K, maybe it would make sense to only install
that file once in the iptables package.
Assuming we enable libiptc support in systemd, this would mean
356K
 vs
248K

on every installed system.
