You have quite a few rdeps of iptables-dev. According to dak:

Dependency problem found.
So, I would suggest you make iptables-dev a transitional package which
pulls in the new -dev packages.
I would also move it to section oldlibs.
Then file bug reports to get those packages updated to use the new
names. I would keep that transitional package for one release cycle and
drop it in buster.
