Fwiw, I share the same concerns as Felipe about increasing the footprint
about ~308 kB for everyone, especially since sysusers isn't used
anywhere else atm.
Splitting it out is something I'm not keen about either.

Can you clarify a bit more, why exactly rkt needs systemd-sysusers?
