rkt (aka stage0) supports several stage1 flavors (the component responsible 
for running the containerized-app/stage2). Debian package currently defaults 
to the "host" stage1 flavor, which will just re-use systemd components from 
the host instead of rebuilding everything from scratch.

If you are concerned about size and don't plan to use systemd-sysusers in the 
near future, what about putting it in the "systemd-container" binary package?
That way it will not clutter minimal setup, but it will be available for other 
consumers (sysusers.d may be skipped for the moment, if nothing else need it).
If at some point you decide to start using it, you can just move it to the 
main binary and activate the service unit.
