Bug#825394: systemd kill background processes after user logs out

This new behaviour is counter-intuitive to how users expect the system to work. Among other things, it completely breaks the use of tmux/screen to save a session for another time or place, or to execute long-running tasks that don't warrant their own systemd service in a way that survives disconnections.

This really should never have been made a default at all. If systemd does not revert it upstream, it should at least be disabled by the Debian systemd maintainers. A news entry telling administrators how to disable it is not enough; there's no good reason for it to be enabled in the first place in a server environment.
