Bug#843160: udev: systemd-udevd times out

Upon upgrading from 231-10, systemd-udevd.service times out.  Systemd
tries to restart it in an endless loop, but to no avail.

Note that this happens with a custom kernel.  I looked into the README
if there were some new requirements, but the only change from 231 is the
addition of CONFIG_SECCOMP_FILTER which I have enabled.
