Bug#844039: ctrl-alt-del.target symlink is shipped twice in /etc and /lib

For some reason, since v232, we ship two ctrl-alt-del.target, both
pointing at /lib/systemd/system/reboot.target
# ls -al /lib/systemd/system/ctrl-alt-del.target /etc/systemd/system/ctrl-alt-del.target
lrwxrwxrwx 1 root root 33 Nov 9 08:34 /etc/systemd/system/ctrl-alt-del.target -> /lib/systemd/system/reboot.target
lrwxrwxrwx 1 root root 13 Nov 9 08:34 /lib/systemd/system/ctrl-alt-del.target -> reboot.target
Both symlinks are created by the upstream build system, so we should
maybe fix it there as well:
