Hi,

In short, on Jessie, when a systemd-only package is installed and/or 
upgraded, the service is started even when disabled, which is a very 
annoying and unsafe behavior; please refer to the original bug for the 
details: #768456. The bug was fixed and the fix has been out in the wild 
for quite some time, but, very unfortunately, it didn't make it into 
Jessie.

I'm filing this bug as discussed on #debian-systemd, requesting to kindly 
backport the relevant commit and push the new package to -updates:
