So running it manually seems to work, which makes me suspect that it is
one of the new confinement options, like

MemoryDenyWriteExecute=yes
RestrictRealtime=yes
RestrictAddressFamilies=AF_UNIX AF_NETLINK AF_INET AF_INET6

This would explain why systemd-networkd fails as well.
Could you try and remove those options temporarily one by one to find
out if one of those options is the culprit.

You kernel config would be helpful as well
