It looks to me instead like a duplicate of
<https://bugs.debian.org/759740>. The bug you mention looks like it's
about the opposite problem--where an error occurs, but nothing is
printed because --quiet was passed.

If you agree, I would merge this ticket with #759740 and remove the
blocking relationship.
