Hey,
The systemd helper for init-tools is trying to be nice and helpful by
triggering a daemon reload iff systemd cannot find the service which includes
it (e.g. due to the generator not having run yet when the lsb service is
triggered)
Unfortunately some non-init scripts also source init-functions, which
ofcourse won't have a systemd service triggering a spurious daemon-reload.
What's worse is that this can happen on boot where it both hurts performance
and can actually trigger the boot to fail due to #861157
I'll push a proposed patch into pkg-systemd git in a little bit
