This might be a duplicate of
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=856590

Unfortunately, I haven't found a way yet to reproduce the issue.
I tested a VM with multiple disks attached (some via IDE, some via
virtio) and this worked flawlessly.

Maybe it would be best if you file this issue upstream at
https://github.com/systemd/systemd/issues

Upstream might have further ideas how to debug this.
