Yes, looks like this issue, but I didn't yet verify debug output.

Disabling IPv6 is not an option, neither is removing my static
configuration. Announcing a prefix with a preferred lifetime of zero is
a valid and common use case when one wants the system to use the
statically configured IP address for outgoing connections and still stay
reachable when static configuration fails (for example in case of a
prefix change).
