I'm inclined to agree. I think you should either install packages after
your system is fully booted (e.g. using an interactive serial console
like autopkgtest does, or ssh), or install them with starting disabled
(policy-rc.d as used in (c)debootstrap, or systemd's special boot mode
for offline updates) and then reboot.
