I guess by "active" you mean the gdm/gnome session in unlocked ?
If so, No. I have userC logged in thorugh X/logind, but most of the time the
machine's LID is closed. In fact, my logind is modified on on hostB to allow LID
close.

session-3 is where I logged into the machine directly using X/logind. And most of the times this laptop's LID is closed.
session-4 is over ssh, where policykit was not showing the TUI interface

But I'm again unhappy with this bug report. :-(
I rebooted the machine, which may have happened after a week of uptime, and now I cannot reproduce the problem.
I need to improve my bug filing skills.

Do you see anything useful in this bug report? Otherwise, lets close this and sorry about the noise.
