That sounds like systemd, i.e. PID 1 crashed, in which case it freezes
and no longer responds to any requests. Search the dmesg output or the
syslog files for "Freezing execution".
In that case, a daemon-reexec is no longer possible.
So it's not the same issue as Vincent is seeing.
