  yes.

  i keep forgetting that udev is not systemd, the 
half-configured and incomplete install was from
udev not systemd.

  the second apt-get upgrade finished udev.

  dpkg -l | grep systemd and udev now shows everything as "ii" 

  i checked dpkg.log but unfortunately it says nothing
other than half-configured for udev when it happened
and then later shows it as installed.  no capture of
error messages in there.
