Bug#867249: systemd: Boot hangs if /home is an automounted NFS share

If /home is configured to automount a network fs boot hangs while
waiting for systemd-tmpfiles-setup. There appears to be a missing
dependency and/or dependency loop here, the automount is enabled before
the network and the NFS client are up and systemd-tmpfiles-setup tries
to access /home and waits forever for it to be mounted.

The workaround is to disable /usr/lib/tmpfiles.d/home.conf.
