resolv.conf missing?

Dear Ladies and Gentlemen

I am currently setting up a web server and I want the network to be
managed by systemd's networkd and name resolution to be performed by
resolved. However the file

/usr/lib/systemd/resolv.conf

is missing and it should be provided by the package according to the man
page
(https://manpages.debian.org/stretch/systemd/systemd-resolved.service.8.en.html)
in order to operate resolved in the recommended mode (symlink
/etc/resolv.conf to the mentioned file).

As a workaround I downloaded

https://github.com/systemd/systemd/blob/master/src/resolve/resolv.conf

from the systemd git repository and that seems to work now. Just wanted
to check back with you if this file is deliberately missing or missing
by mistake?
