Bug#868695: [systemd] Have not had any LC_CTYPE on previous versions

I have not seen this env variable in ages.
Do I need to install something involving the getty systemd service to get it?

Since I have lived without it so far, question is if not using ssh xorg login, 
to I indeed need it?
Note that apt-get complains about missing this and some other env variables as 
well, also lives without them.
