Ohai,

while discussing possible solutions for #758579 with fsateler in #d-devel,
it came up that update-rc.d should provide a defaults-disabled option.

This option should do the same as defaults, but not enable the service
if it was not already enabled before. This would then allow dh to have
#709384 fixed in a way that packages can install init scripts that are
disabled by default, but if enabled by the admin, will get the same
treatment by the various dh scripts as scripts that were always enabled.

The request ist very related to #705254 :-)
