My guess is, that this is related to logind. In stretch, wayland and
root-less Xorg require logind to set up the devices.
As logind is killed on systemctl isolate, the vt device is not properly
released.

Which is why I think the system should be accessible via SSH and does
not really "hang".

The journal log should provide more info though.
