This is a duplicate of
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=824532
My position on this issue has not changed:
Please either get those u2f rules added to systemd upstream or ship them
via a package built from src:libu2f-host.
Maintaining those udev rules in src:systemd as a downstream patch is not
something I plan to continue. It was probably a mistake to add them in
the first place.
