Hm, 101 is suspicious.
This means that lldpad.service is either not enabled or currently not
running or policy-rc.d denied the (re)start.
Could you attach the output of
systemctl status lldpad.service
before and after the upgrade.
Do you have a /usr/sbin/policy-rc.d binary installed?
