Bug#917124: systemd: local-fs.target fails with result 'dependency'

Failure was seen with linux-image-4.19.0-1-amd64 4.19.9-1. (Needed to 
boot an 4.18.0-3-amd64 initramfs to get a working system.)

Attached photo shows console after failure. Plymouth LUKS passphrase 
entry has succeeded, but boot then hangs. Console displayed with keypress.

Downgrading to 239-15 with "dpkg -i *.deb" rebuilt a working initramfs 
for linux-image-4.19.0-1-amd64 4.19.9-1. Downgraded debs were:

libnss-systemd_239-15_amd64.deb
libpam-systemd_239-15_amd64.deb
libsystemd0_239-15_amd64.deb
libudev-dev_239-15_amd64.deb
libudev1_239-15_amd64.deb
systemd-sysv_239-15_amd64.deb
systemd_239-15_amd64.deb
udev_239-15_amd64.deb
