Looks like neither a udev nor bluez issue but a kernel/driver bug to me.
Might also be faulty hardware.
systemd-udevd is simply reacting to the uevents that are generated by
the kernel here. And since apparently you are flooded with those
bind/unbind events, systemd-udevd keeps your CPU busy.

You might try rolling back to an older kernel and see if that fixes the
problem.
