Yes, the Recommends: libnss-systemd in systemd-sysv would be bumped to
Depends: libnss-systemd.

While there is a theoretical possibility, that users do not install
systemd-sysv and then boot with init=/lib/systemd/systemd, I guess this
would be rather uncommon.

Having the libnss-systemd dependency in systemd-sysv on the other hand
is nicer to users of sysvinit-core, which might have
libpam-systemd/systemd installed for the logind functionality.
