Bug#882629: Bug #882629: systemd: debian/copyright refers to the CC0 license by URL

Dear maintainers,

Here is an updated patch which keeps the URL, so that systems which do not
have a more recent base-files packages (for instance, stretch-backports)
still have a reference to the full license text.

While this means that technically the backported package won't comply with the
policy, this is a fairly minor issue, and it seems reasonable to me to only
properly fix it in buster and sid.
